Whether an incoming call may still be connected to this broker for this company.

A broker who cannot be rung is a 200 saying so, not a failure: the phone service has to tell
"not allowed" from "we could not find out", and the two lead to different recorded outcomes.

## Query parameters

- `account_id` integer, required
- `user_id` integer, required

## Response `200`

Successful Response

- CallEligibilityResponse: Whether the phone service may connect an incoming call to this broker for this company.

  - `user_name` string, nullable: The broker's name, for greeting a caller who reaches their voicemail
