`GET /api/v1/{country}/laws/{law_id}/meta`

Get law metadata only. Fast — no content fetching from GitHub.

Free tier: basic fields (id, title, status, dates, country, law_type).
Pro tier: adds department, source, last_updated, extra (country-specific metadata).
