Health check for monitoring. No authentication required.

Deliberately a sync def, not async: the body does blocking psycopg2 I/O
(get_connection/execute/close). An async handler runs directly on the
event loop, so a slow or hung DB would block every other request this
worker is serving, not just this one. FastAPI dispatches a sync path
function to a thread pool instead, which keeps that I/O off the loop.
