`POST /payroll/setup/finish`

## Request

- Auth: one of:
  - HTTP bearer and API key in header `x-organization-id`
  - HTTP bearer and API key in header `x-organization-id`

Chooses whether earlier payrolls this year are included (each still needs approval) and whether new payrolls book after review or automatically. Books nothing.
