`POST /orders`

Answers 410 for every method, before reading any credential. Build a cart with POST /carts, or over MCP. The code is `use_carts` or `moved_to_mcp`; treat the two alike.

- `400`: `unsupported_version`: the Layout-Version header names no version this API answers.
- `410`: Gone. Build a cart with POST /carts instead.
- `500`: Layout failed to answer. Retry with backoff.
- `503`: Layout or a dependency could not be reached. Retry with backoff.
