Replace the complete global template block set.

## Request body

- CatalogPolicyBlockedSet — A normalized whole-set catalog block policy.
  - `blocked` string[], required — Complete set of blocked catalog keys for this resource kind.

- CatalogPolicyRead — Current catalog block policy and its ownership source.
  - `blocked` string[], required
  - `managed_externally` boolean, required
