# Page the citation graph — every decision citing a provision

`GET /api/v1/relations/{uri}`

## Request

- Base URL: `https://kvasir.legal`
- URL: `https://kvasir.legal/api/v1/relations/{uri}`
- Auth: one of:
  - API key in header `X-API-Key`
  - HTTP bearer
  - none

include=relations on an object returns a few examples per edge type plus the true total; this returns the list itself. Ordered by authority (PageRank) with a stable tie-break, so paging is exact.

- `direction` 'in' | 'out'
- `edge_type` string
- `limit` integer
- `offset` integer

## Response `200`

One page of edges (total, has_more, items[])

## Other responses

- `400`: Unknown direction or edge_type (lists available)
- `401`: Missing or invalid API key
- `429`: Rate limit (120/min default), monthly quota or sandbox cap reached — `code` distinguishes; honor Retry-After
