`GET /api/v1/changes`

## Request

- Base URL: `https://kvasir.legal`

- Auth: one of:
  - API key in header `X-API-Key`
  - HTTP bearer
  - none

Continue with the response's `next_cursor` (keyset — safe across bulk reindexes). Rows may repeat at page boundaries; keep upserts idempotent.

- `cursor` string
- `kinds` string
- `limit` integer

## Response `200`

Changed URIs + next_cursor

## Other responses

- `400`: Invalid request
- `401`: Missing or invalid API key
- `429`: Rate limit (120/min default), monthly quota or sandbox cap reached — `code` distinguishes; honor Retry-After
