The current policy rate of every jurisdiction Kresmion covers. One row is one central bank: the instrument it sets, the level, the observation date and its age in days, the direction and size in basis points of the last change, and the PRIMARY SOURCE of the number. `rate_source` is `bis` for the BIS WS_CBPOL observation, `overlay` where the bank's own published register supersedes a stalled BIS series, `static` for the UAE, which BIS publishes no policy rate for: the CBUAE Base Rate checked BY HAND against the bank's announcements, with no source link, `source_label` `Maintained by hand`, exempt from the `max_age_days` check below; `checked_date` is the day it was last checked, `last_change_*` the bank's own last move, and `next_decision_date` the next FOMC decision (the CBUAE moves its Base Rate with each one). Once that date passes without a new check the row is STALE: `source_stalled` true and `stale_since` = that date. The value is still served, so read `stale_since` before quoting it. Singapore is listed with `no_policy_rate` true and `rate_pct` null: the Monetary Authority of Singapore targets the exchange rate and sets no policy interest rate, and SORA (a market rate) is not served in its place. `meta.with_policy_rate` counts the rows that carry a rate; and (Phase 559.1) `fred` or `probe` where a licence-clean official source faster than BIS supersedes it. BIS publishes with a lag of several days, so between a decision and BIS catching up those two kinds carry the level in force and `superseded_*` carries what BIS still says. A rate whose source has not published for more than `max_age_days` is withheld (`rate_pct` null, `withheld_stale` true) rather than served stale, because a policy rate reads as current whatever its age. `last_change.precision` is `day` where the stored daily observations date the change and `month` where only the month-end history reaches it. The BIS must be cited as the source of its statistics.
