`GET /api/v1/billing/plan`

## Request

  - `planType` 'api_sandbox' | 'api_payg' | 'api_startup' | 'api_scale' | 'web_free' | 'web_pro' | 'web_business' | 'web_enterprise', required: Current plan type
  - `name` string, required: Plan display name
  - `basePriceCents` number, required: Base monthly price in cents
  - `perUser` boolean, required: Whether base price is per-user
  - `includedSignings` number, required: Included signings per month (-1 = unlimited, 0 = none)
  - `signingOverageCents` number, required: Overage price per signing in cents
  - `fillPriceCents` number, required: Price per template fill in cents
  - `includedFills` number, required: Included template fills per month (-1 = unlimited, 0 = none)
  - `hardLimit` boolean, required: Whether the plan has a hard limit (blocks when exceeded)
  - `customSigningLimit` number, nullable: Custom signing limit override
  - `customFillLimit` number, nullable: Custom fill limit override
