`GET /api/public/kols/directory`

## Request

Rich creator cards for the public directory (#648). Same eligibility +
follower-desc ordering as the sitemap endpoint, but returns reach/quality
signals (followers, engagement, avg views, category, country, verified) so
the frontend can render proper KOL cards instead of just a handle. NEVER
includes contact/email — reuses the canonical public projection
(``featured_collections.project_author``).

``category`` (optional) keeps the niche landing pages on-topic: pass the
niche's keywords and only creators in that topic come back, instead of the
global follower leaders.

## Query parameters

- `platform` string, nullable
- `limit` integer
- `offset` integer
- `category` string, nullable: Comma-separated topic keywords; restricts to creators whose inferred category or bio matches any keyword (niche pages).
