Record a visitor's ask for a market's creator board.

Returns what the assistant can say *this turn*: ``ready`` with a URL
when the board already exists, ``queued`` when it is now wanted, or
``unsupported`` when TikTok publishes no feed we can sample for that
market — recorded either way, because the ask is the roadmap.
