EPIC #208 Phase 1 — what's this KOL up to lately.

Cache-first (24h TTL); ``refresh=true`` forces a fresh LLM call
and charges 1 credit. Authors with no recent videos return a
"no data" response without burning a credit (so a later video
import immediately benefits).
