`GET /admin/workspaces`

## Request

Workspaces with their pool balance and member count.

Personal workspaces are included and flagged rather than hidden: a
solo customer's Personal workspace is exactly the one an operator
needs to find when comping a single user, and hiding it would send
them to the database instead.
