Leaderboard of all workspaces with their last cached verdict summary.

Wrapped in a catch-all that LOGS the full traceback and re-raises as a
500 carrying the exception type + message (issue #524). FastAPI's default
unhandled-exception path returns a bodyless ``Internal Server Error`` —
which the BFF turns into an opaque ``{}`` — so an operator had no way to
see *why* the dashboard failed. Surfacing the detail makes the next
failure self-diagnosing; ``build_user_index`` separately skips individual
bad workspaces so one row can't take the whole page down.

## Query parameters

- `sort` string: spend|paid|recency|searches|emails|signups|pay_likelihood
- `order` 'asc' | 'desc'
- `paid` boolean, nullable: Filter to paid (true) or free (false) workspaces
- `activity` 'active' | 'dormant', nullable: active = used in last 14d; dormant = no activity 14d+ / never
- `q` string, nullable: Case-insensitive email / workspace-name contains
