Per-user behaviour timeline, newest first.

Merges two sources: our own first-party ``user_events`` log (always
available — durable in Postgres) and, when configured, the workspace
owner's recent PostHog events (page views + actions). The first-party
events mean the timeline is no longer empty on environments where the
PostHog query API isn't set up.
