Fire the daily country-board sweep behind the public ``/rankings``
pages — rebuilds the stalest few markets, never-built ones first.

Distinct from ``POST /admin/rankings/refresh``, which rebuilds
exactly what an operator names and is the right tool for "rebuild TW
right now". This one is the unattended schedule that stops the
boards going stale in the first place; see
``api/services/rankings_sweep.py`` for the picker and budget, and
``docs/scheduler.md`` for where it sits. Recommended Fly schedule is
daily 05:00 UTC.
