Queue the planned scrapes on our own budget.

Re-plans rather than trusting a plan posted back: a client-supplied
list of searches to run would be a way to spend our Apify balance on
arbitrary keywords. ``expect_scrapes`` is how the reviewed plan is
tied to this call — the LLM is non-deterministic, so re-planning can
legitimately produce a different set, and a mismatch means what runs
is not what was read.

## Query parameters

- `lookback_days` integer
- `max_scrapes` integer
- `user_id` string, nullable
- `confirm` boolean: Must be true to spend anything
- `expect_scrapes` integer, nullable: Scrape count you saw in /plan. Mismatch aborts.
