One-click off-chain verification of an artifact's EIP-712 evaluator signature.

Returns `verified: true` ONLY when the signature stored alongside the artifact
recovers to the same address that signed it. Returns `signed: false` (and
`verified: false`) for any artifact that was submitted before signing was
configured — never lies about an unsigned artifact.

Intended for third-party compliance teams, BD partners, and auditors who
want a single HTTP call to confirm artifact provenance without writing code.
