Get notes for a specific risk.

Marketing ``notes`` carry the reviewer's appended dismiss free-text, so they are
reviewer-only: a **marketing** non-writer gets a blanked (``None``) doc, matching
``redact_reviewer_free_text_for_reader`` and the ``canWrite`` gate on
``MarketingRiskCard`` (which hides ``RiskNotes`` for non-writers). Base/
non-marketing Notes render to every viewer, so they are always returned.
