# Create Issue From Hit

`POST /negative-news/issue`

Create an Issue for a hit and link it via the disposition. Idempotent
(claim-then-fill on the unique key): a retry, double-submit, or overlap with
the weekly digest returns the existing issue rather than creating a second.
Used by the feed's bulk convert; the single-hit path opens the shared
``IssueModal`` first so the user can edit before saving.
