Email a generated compliance feedback report to Ashika / Ashi / Cece.

No Slack integration for this surface — Resend via the frontend email
route. Uses ``send_compliance_feedback_report_email`` with raise-on-error
so the admin UI can surface delivery failures (unlike the best-effort
``send_email`` helper).
