List marketing risks with no citation whose run falls in `week_start`'s week.

Backs the click-through on the weekly "risks without citations" chart. Uses
the same week bucketing (`date_trunc('week', run_time)`) and no-citation rule
as `_citation_weekly_series`, so the rows match the clicked point's count.
Each row carries the `file_id` to deeplink into the file's history view.

## Query parameters

- `week_start` string, date, required: ISO week start (Monday) to drill into
- `company_id` string, uuid, nullable
- `team_id` string, uuid, nullable

- MissingCitationRisksResponse: Risks without citations whose run falls in the clicked ISO week. `truncated` is True when more than the response cap matched, so the client can say the list is partial.
