Add a new permission to the system.

DEPRECATED: permissions are now defined in code (``backend/defs/archetypes.py``
``PERMISSION_CATALOG``) and projected into the DB by the deploy reconcile
(``backend.scripts.sync_permissions``). Add new permissions to the catalog, not here.
