What a test would judge, split by whether a reviewer ruled on it.

Exposed so the surface can say "Test on 22 reviewed" — and "+ 190 nobody has triaged" — *before*
the press rather than reporting it afterwards. Newest first and capped like the test itself, so
the numbers on the button are the numbers the test will take.

- RequirementTestScope: What a press of Test would judge, before it is pressed. Two lists rather than one, because they are two different presses: the reviewed assets are what makes a result readable as agreement, and the rest are what a rule that fires too much has to be tried against. Both are capped like the test itself, so the numbers on screen are the numbers the test will take.
