Every live marketing standard attached to one product line (admin).

Resolved through the same chain the requirement-applicability dashboard gathers from
(`resolve_guideline_files`), so this always names the guidelines a real analysis would use —
never a company-wide list. A single guideline downloads directly (no zip needed); more than
one is bundled the same way `files.py::bulk_download_files` bundles a multi-file selection.
