Give or withdraw consent to product news.

``require_user``, not ``require_verified_user``: withdrawal must be at least
as easy as giving consent (Art. 7(3)), and an unverified account that ticked
the box at signup has to be able to take it back. One toggle, no
confirmation step, no reason asked.
