Idempotent replay of an already-placed call

## Other responses

- `201`: Outbound call placed
- `409`: Idempotency conflict, in-progress duplicate, or compliance block (TCPA/DNC/caller reputation)
- `502`: Provider outcome unknown after submission; the call is never blind-redialed
