PATCH connector vend settings (#1376): channel_ids / LLM binding / locale.

Repairs connectors born un-vendable (the create endpoint was previously
the only writer of these columns). True PATCH semantics — absent fields
are untouched, explicit ``null`` clears — with the runtime PATCH's
``expected_config_version`` optimistic lock (409 on staleness).

- WorkspaceConnectorSettingsUpdateRequest: PATCH body for connector vend settings (#1376). True PATCH semantics: fields absent from the request are untouched; an explicit ``null`` clears. The route forwards ``exclude_unset`` fields to the service sentinel, so every default below is just the "absent" marker. ``extra="forbid"`` because a silently-dropped typo'd field name would read as a successful partial update (#1376 review).

  - `context_id` string, uuid, nullable: Re-point the write-target context (#1428). Must be a live context in this workspace; null clears the binding (no write target).
