# Approve Force Transfer Request

Dual-control (#1113): a SECOND system admin approves a pending force-transfer.

System-admin-gated. The approver MUST be a different admin than the initiator
(enforced in the service → 400). On approval the seizure applies atomically
with a mandatory audit recording BOTH identities, bumps ``ownership_epoch``,
and the displaced previous owner is notified best-effort. Refused with 409 if
the request is not pending, or if the workspace's ownership moved since the
request was filed (stale — re-initiate).
