Hourly: send "your video is waiting" (~2h after an abandoned email
capture) and "expires soon" (final window) to ACTIVE, idle trial sessions
with a captured email — never to a claimed one. Both latched once. See
trial_watch_worker.sweep_recovery_emails for why hourly.
