Set the most any single ad launch in this workspace may commit.
Workspace owner, signed in as a person: a key or an agent cannot raise
the ceiling it is bounded by. A second ceiling, never a raise: the ad
account's own cap, set only by the owner of its connection
(PATCH /v2/credentials/{id}/meta-ads/budget-cap), must also allow it.
