Whether Meta Ads is on in any workspace the caller can reach
(meta_ads_policy.meta_ads_enabled_for_profile). The Platforms page shows
the Meta Ads card only when this is true or the caller already has a
Meta Ads connection. Declared before /{launch_id} so nothing shadows it.
