Uploads an image to Twitter/X for the authenticated user and returns a media_id to attach to a tweet. Send the file as multipart/form-data field "file" (e.g.

## Request body

- FederationResourceInput: Parameters for the target resource, forwarded verbatim upstream. The accepted fields differ per resource; list them with GET /api/marketplace/apis. Sending an empty object returns a 402 quote for that resource.
