Parses a public PDF URL into Markdown, HTML, or JSON blocks with layout-aware text, headings, tables, and equations. Datalab Marker backend, 30 pages max.

## Request body

- FederationResourceInput: Parameters for the target resource, forwarded verbatim upstream. The accepted fields differ per resource; list them with GET /api/marketplace/apis. Sending an empty object returns a 402 quote for that resource.
