`POST /v1/marketplace/api/gas-price-api`

## Request

Estimates blockchain gas prices: base fee, priority fee tiers, maxFeePerGas, and USD transaction costs for Base, Ethereum, Optimism, and Arbitrum. Same gas-price handler.

## Request body

- FederationResourceInput: Parameters for the target resource, forwarded verbatim upstream. The accepted fields differ per resource; list them with GET /api/marketplace/apis. Sending an empty object returns a 402 quote for that resource.
