arXiv paper summarizer / research-paper TLDR. Fetches abstract via arXiv API + LLM-generated structured summary (TLDR, key findings, methods, limitations, so-what).

## Request body

- FederationResourceInput: Parameters for the target resource, forwarded verbatim upstream. The accepted fields differ per resource; list them with GET /api/marketplace/apis. Sending an empty object returns a 402 quote for that resource.
