Resolve a free-text natural-language intent (e.g. 'find the cheapest image generation under 2 cents') into ranked provider candidates. Ideal for LLM agents that emit plain language.

## Request body

  - `query` string, required: Natural-language description of the desired capability
  - `top_k` integer: Number of ranked candidates to return (default: 3)
