Resolve and execute an intent under a hard budget ceiling. The router picks the best provider that fits the budget and completes the task end-to-end. Guarantees spend never exceeds the cap. Requires an API key: the budget is enforced against the key owner's account, so x402 per-call payment is not accepted here.

  - `intent` string, required: Natural language intent to resolve and execute
