Rewrite a connection-note draft with an instruction. Does not send.

The rewrite runs in the background, so the new text is not in the response. Call
get_draft_detail or list_drafts afterwards to read the result.

Args:
    handle: draft_ handle from list_drafts.
    instruction: what to change, for example "shorter", "lead with the mutual connection",
                 "drop the compliment".
