The Iridium tools available to this account, filtered by what the user has enabled.

Useful for answering "what can you do?" without guessing. A tool absent from this list is
switched off for this account, so do not offer it.

Returns `capabilities`, the handful of jobs Iridium does, and `tools`, the flat list behind
them. Lead with the capabilities when answering the user. Read `tools` when picking the call.
