Fold a signed-out visitor's cart in; what cannot go in comes back in `skipped`.

## Request body

- CartMergeRequest: A signed-out visitor's cart, merged on sign-in. Codes that are unknown, owned or not for sale are skipped, never refused, and so is everything past the cart's 50 lines. The bound here is only a sanity limit on the body.
