`GET /agents/{id}/sessions`

## Request

- Auth: one of:
  - API key in header `Authorization`
  - API key in header `X-API-Key`

Governance sessions linked to this agent (a pass-through of enforcer-governance's /sessions?v3_agent_id= under the caller's credential). An invisible agent is 404 before any upstream call; an unconfigured, slow or non-2xx governance is 503 governance_unavailable. Callers who can read tenant-wide get scope=tenant.
