View a published dashboard via share token (no auth required).

Enforces the optional password/expiry set at publish time (audit 2026-07 F3):
previously these were ignored entirely for dashboards, so a password-protected
or expired share token worked forever. FE (PublicDashboardView) handles the
401 (password) / 410 (expired) codes.
