Upload a data file to a project.

SPSS (.sav) only — CSV/Excel are rejected with 415 (see the
detected_type guard below): they have no metadata-extraction path, so
accepting them would leave the project stuck in PROCESSING forever.
Automatically extracts metadata from SPSS files.
