Paginated data rows + column metadata for the Browse / Data Explorer.

`prepared=false` (default) returns the raw uploaded data — the Explorer's
job is to show what was uploaded. `prepared=true` returns the data with the
project's active Data Prep rules applied, and `is_prepared` + `prep_warnings`
reflect reality.
