`POST /api/v1/cases/{case_id}/close`

Close an open case with an explicit disposition + audit note.

Closes KYT_QA_AUDIT_2026-05-22 P1-5: 431 of 433 prod cases were stuck
open because there was no general close path (only mark-sar-filed).
