This endpoint facilitates the creation of a Management Console user for a specific distributor partner.
Use Case: As a Distributor, I can create Management Console users (Members) for a specific Partner by its ID,

- `partnerID` string, uuid, required

  - `email` string, required: Email address of the new user
  - `name` string: The name of the new user
  - `password` string, required: Password for the new user
  - `role` string, required: Role assigned to the new user within the Partner Portal. Might be one of the following: admin, staff, viewer
