# Read the pending-membership queue

`GET /api/tier/pending`

## Request

- Base URL: `https://www.immersivecommons.com`
- URL: `https://www.immersivecommons.com/api/tier/pending`
- Auth: one of:
  - API key in cookie `__session`
  - HTTP bearer

Clerk operator session OR an agt_ token carrying `admin:tier_review`. Returns every pending tier request plus the recent audit tail. A KV read failure degrades to an EMPTY list rather than a 500, so read an empty `pending` as 'nothing visible', not as proof the queue is empty.

The queue plus the recent audit tail.

    - `user_id` string, required: Clerk user id of the requester.

    - `current_tier` string, required: What the member is now.

    - `note` string: Free text, capped at 600 characters when the request was filed.
    - `submitted_at` string, date-time, required
  - `audit` TierAuditRecord[], required: The recent tail, not the whole history.
    - `user_id` string, required
    - `email` string
    - `display_name` string
    - `action` string, required: request | approve | deny | auto-promote | demote.
    - `from` string: Prior tier — omitted on a first grant.
    - `to` string: New tier — omitted on a deny.
    - `requested` string: What the member had asked for, where that applies.
    - `reason` string
    - `by_clerk_user_id` string: The operator. Absent on a self-request or an auto-promote.
    - `at` string, date-time, required

## Other responses

- `401`: No auth.
- `403`: Not an operator / scope not authorized.
