# Read the pending IC Credits request queue

`GET /api/credits/admin/pending`

## Request

- Base URL: `https://www.immersivecommons.com`
- URL: `https://www.immersivecommons.com/api/credits/admin/pending`
- Auth: one of:
  - API key in cookie `__session`
  - HTTP bearer

Clerk operator session OR an agt_ token carrying `admin:llm_keys`. The HTTP twin of the MCP tool `ic_credits_admin_pending` and the sister of GET /api/tier/pending, same envelope, different scope. Only requests ABOVE the requester's ring default land here (at or under it they auto-mint). A KV miss degrades to empty lists rather than failing.

The queue plus the recent audit tail.

  - `audit` ZaiKeyAuditRecord[], required: The recent tail.

    - `action` string, required: request | approve | deny | regenerate | set_budget | revoke.

    - `by_clerk_user_id` string: The operator who acted.
    - `minted_token_prefix` string: Prefix of the minted token — never the plaintext.

## Other responses

- `401`: No auth.
- `403`: Not an operator / scope not authorized.
